This is a total non story. It is just a cultural misunderstanding about expected forms of greeting.

It's very clear that there are two stories here.

Firstly, it's still culturally expected that a woman will allow herself to be kissed by a strange sweaty man she's never met before (even if strange sweaty man is used to it.)

Second is that not allowing this was reported in its own right, in a national newspaper - and not just as an addendum to a story about a man cycling a bike quicker than some other men.
