Just us and 2 guests...has anyone done this? Venue help if possible!

Does anyone knows anywhere in the South West or New Forest area that we can have our civil ceremony but not feel lost in a big room with rows of empty chairs as if all the guests are missing?
Or other venue suggestions that we can personalise a bit with flowers and then maybe have a meal afterwards, not a big fuss but special for us.
Any ideas appreciated, we don't want a big typical wedding but still want to feel excited by it!

We got married in the small library of a country house hotel. We had 20 but it was a bit of a squash! Could you look for something like that?
