Teignmouth and Ness are probably nearest and not bad. What kind of beach are you looking for?

Blackpool Sands is v pretty but pebbly not sandy. Goodrington is a bit scrabbly and urban, you might as well go out to the less busy end of Dawlish Warren (it gets better if you walk along a bit away from the crowds). For really good sandy beaches, I'd keep going to the Salcombe area, Hope, Thurlestone, Bigbury.

Coryton Cove is a quiet beach in Dawlish.
The Ness Beach at Shaldon is quieter too and accessible only by the smuggler's tunnel (or a boat!).
Blackpool Sands is quite a long drive from Dawlish.
Dawlish Warren is a good beach, but gets quite busy. However, you have everything you need in one place - beach, large grass area, gift shops and amusements. The same thing goes for Goodrington Sands.
For quiet beaches a bit further away, try some of the coves near Torquay, e.g. Maidencombe, Oddicombe.

I like Dawlish Warren, I like the nature reserve bit, you can do a lot worse. But the remote Devon coves without a town nearby are quite different from the big town beaches.

If you want a quiet, rural beach don't go to Dawlish Warren: it's a burgers, funfair, noisy type of beach. Teignmouth is quieter, the Ness more rural, but the best beaches are in the South Hams area(Thurlestone, Bigbury etc)
