Reported neighbour to RSPCA - how long will they take and what else can I do?

Neighbour's dog has been alone since 9.10am yesterday morning. Poor thing is crying his head off, and has been for the whole time Sad. They have done it before, and when I spoke to the RSPCA that time they advised that I need to call back after 24 hours. The neighbour came home about 23 hours after leaving.
This time they have definitely been gone since yesterday morning. I phoned the RSPCA who allocated the call to an officer at 1pm this afternoon. However, no-one has been round to the house and I'm getting really worried about this poor dog who seems to be shut up in an upstairs bedroom.
Is there anything else I can do to help this poor, poor creature? His howling is so terrible to hear.

call the police - not 999, but the 111 number?

can you phone the RSPCA back and find out what they are going to do? Poor dog.

They finally got back around 8pm and buggered straight off again. However, they must have taken the dog with them because we didn't hear any howling after that.

Next time it happens (and there will be a next time) I will just call police, council, dog warden. Poor animal. He never gets walked - in fact we've lived at this house for 6 months and never once even seen him outside, let alone get taken for some exercise.
