any point reporting this to warden?

Dh took T on his early morning walk this morning. He was heading hom with T on his lead and this brown lab came shooting out of woods, sniffed T and then attacked him! Shock Owner no where to be seen.
T shows no aggressive behaviours toward other dogs at all, dh said tail was going mad and he bent low (his a very submissive dog), and this dog just went for his face, T yelped and dh pulled them apart, and then other owner turned up.
DH said he said sorry and seemed embarassed by his dogs behaviour. DH said T was fine and it was ok and he left.
If it was me owner would have got a right mouthful!!
This is T's 4th attack, and because of advice on here, we have started keeping him on lead, as his very playful and will run up to every dog when off lead.

Is it worth calling the warden? I was livid, our boy was on lead and isnt aggressive, but this other dog was off lead and clearly has a problem :(

T seems no worse for wear, just a little quiet.
