So how much rent are you going to charge her?

Well, if that's the case then she'll lose her mobile phone, have no clothes allowance, no money to go out with her mates and will be generally miserable, won't she? Also, what a shame that she'll have no internet access and she'll have to sell stuff to pay some keep to you. Lay it on thick! Is she due to finish this term?

Then a strong chat about how she's going to pay 1/4th (presuming she's one of four people in the household) of the mortgage and bills, as she's no longer in education should do the trick.

Students who take gap years save like the blazes in advance to fund them, they don't just decide that this is what they want to do and hope someone else will fund them.

You might want to remind her that if she is in Year 11 this year she has to stay in education or training until she is 17!

Don't you have to be in education until 17 now . What about colleges and a vocational course ?
