Can a school request that you send them a letter instead of emailing them when they generally take emails from parents?

WEird question but basically we've had a battle going on with the school since March regarding access arrangements for our ds. They arranged a meeting to share info and didn't turn up, SENCo stopped emailing me back because she basically decided she didn't want to discuss situation. We asked to talk to someone else and were given the deputy who also failed to answer any questions or respond to emails. I went to the LEA who found we were right and told school to provide correct arrangements. The told me to contact to school for details but again tehy didn't respond. I emailed the head of year about same concerns (following report) and he answered today with as much info as he knew but acknowledging SENCo is person to speak to. Also apologetically said hat deputy had requested that we stop emailing and send letters instead if we want to get in contact!
Given that we have only contacted school 3 times since deputy didn't attend meeting in May and still haven't had answers to questions or info shared (each contact was advised by either Parent Partnership or LEA )we don't think we are being unreasonable. Planning to send an email back asking if school policy on email contact has changed as it is often suggested by staff. Just wanted other views really. Is it going to reflect badly on us if we email again? Don't want to be accused of harassment but we still haven't been offered a meeting or given any info at all from school. they have basically ignored us.

Send an email to the HT giving the history and asking for a detailed answer.
If that does not work then send one to the Chair of Governors including copies of the previous emails and letters asking for a reply. Be polite and factual and not judgemental.

I have already but received no response. however, my email today has asking whether the school policy on parental contact has changed and for a a letter to be sent out if it has must have made some difference as I've been offered a meeting tomorrow. Fingers crossed they have the info to answer our questions.
