proposed statement ASD

I would like some help about proposed statement for my little boy.A bit about him is he is 4.5 years, recently started copying words, and is under intensive home ABA program for past 9 months ( privately funded ). He is not at school we moved from Scotland while he was in reception to start the ABA.

The proposed statement outlines all his difficulties well but mentions very vaguely how this can be addressed such as by school IEPs, 1:1 school staff training by SALT, regular SALT input, regular meeting between parents and school and ABA provider ( as an acknowledgement that this is what he getting currently).

It does not mention anywhere how and who will provide the ABA Program. It does not say how many hours of ABA either. Instead it states that the school will devise a IEP within two months of receiving final statement that will address all the education objectives ( these are broad and loosely grouped). It does not mention what type of school or names a school ( we are new to the area so we are open to any school who will accept ABA 1:1 support which the council said they will name a school locally that has been receptive about this). It does not mention anything about ANY kind of support at school ABA or otherwise. It just states he will need help to start school? But he needs help to STAY in school.

I do not know what to do now. Do we need legal help to negotiate this? I am worried. If the council already ignored what we requested and has issued such as vague statement, I am shaken about how to proceed from here.

I am worried that they intend for us to continue with ABA program at home and when he starts school they will do their own thing at school. Or if they agreed to having ABA 1:1 then they intend for us to fund this too. They are well aware that he is not ready to start school without support and that even at that all his progress is down the the ABA he has received in past months.

Please advice.

Thank you
Jamina
