Depends on the school, possibly even the subject. Where I work the school budget pays for new books for Years 7 and 10 but the subject budget pays if they want new books for all. So English do but RE don't.

In my school you get new books each year and often more than one per subject if you have 2 teachers for the same subject. However, in the DSs' school, French books carry over as the topic is more of a continuation than starting something new.

There, no help at all!

At DS1 & DS2's school, they continue with the same exercise books (until full) until the end of KS3.

Then new ones at the beginning of their GCSE courses.

DS1 wanted to burn his Geography & RS exercise books at the end of KS3. We came to the compromise that he could rip them up before putting them in the recycling bin.

For accumulative subjects such as Maths & MFL, they were tested in Y8 (and Y9) on everything they had learned since the beginning of Y7.

Our DDs had new exercise books every year. However they kept the books for revision purposes and reference for later years,
