when did being not good become fine for 3 and 4 year olds

Hi everyone first time on the site - do you have pre school children because I have just seen today that the Government have just published a draft guidance to Local Authorities to make sure that all EYFS Ofsted registered childminders and other childcare settings must be automatically allowed to deliver the free nursery entitlement funding for 3 and 4 year olds, without any other criteria - such as being judge Good or outstanding by Ofsted or being qualified!

Seems mad to me, this is our public money surely if it is to provide 15 hrs of high quality education it should only be to settings that Ofsted judge as good or outstanding unless there are no other choice in the area. This seems a very strange move to me especially when David Cameron told the BBC last year ?I don?t want the word Satisfactory to exist in our education system. Just good enough is frankly not good enough?
