Women wearing headscarves

Which religion requires women to wear pointed headscarves, usually a small blue one?
Is it Quakers or something else? I have noticed near where I live some "large families" where the women and children wear a scarf on their head like a large handkerchief. I don't want to ask them directly in case I offend them by asking.
