Itchy Shih Tzu

Any advice most welcome, I've taken my 3 year old Shih Tzu to the vet and the groomers. He's currently on steroids to help with the itching - it doesn't seem to be helping.

Any ideas on what I can do to calm and soothe his skin would be appreciated.
So far we've:
-brushed more frequently
-changed bedding
-had him cut shorter
-taking steroids
-changed to a better quality food and been putting olive oil on his food

His skin is very pink and he has scabs and little sores (not infected) all over his ears etc

Bit of background, we own his mother and have had him all his life, he is quite nervous and I think stress may be a factor.

Do you use a dryer on him after he's washed? We started letting our dog 'air dry' and it has improved the itching.
