My ds went through this phase at the same age.. he is now 2+4, in fact he has just bitten me again about 15 mins ago, the first time in ages. He has never done it maliciously during a tantrum or anything he just gets carried away when playing, but I treat it the same.

He a bit a couple of kids at nursery too, not hard but the action was there, I had warned the staff though that he was goping through it, so didn't feel too bad as they knew to watch him.

What we did was come up with a plan of action, so that wherever he did it the punishment was the same. The one member of staff was the one who dealt with it when it happened (luckily she was always there on the two sessions he did) She removed him from the room and took him somewhere quiet, told him off in a stern voice that what he did was very naughty and unacceptable and that he wasn't to do it again, she then made him sit on his own for a couple of minutes with no distractions (ie the naughty spot technique) when she went back she told him again why he had been there and then made him apologise to the one he had bitten. She only had to do it twice and he has been fine since. Well until he bit me just. So I did the same, sat him on his spot for 2 mins, and then asked him to say sorry.

You just need to be consistent and show them that it is just not on, and tell anyone else how you want them to deal with it if you are not around. It is amazing how quick they get the message

Sorry for rambling on.

My DS2 used to do this. One day my MIL was minding him and he bit her. She bit him back and needless to say he wasn't impressed. She went on to explain how much it hurts and he never did it again. I think all kids go through it though.
