Advice needed on how to deal with one year old terrorising his 4yr old sister!

Ds is just over one year old and is a real character. He is a happy baby, amuses himself and he and his 4 yr old sister get on really well.

However, the last week or so, ds has been pulling her hair, scratching her, pulling at her clothes - i know its not in a malicous way but he does know he shouldnt be doing it as he laughs when he does it.

How do i deal with it so that dd knows im not allowing her brother to behave like that but at the same time make sure that ds is suitably "punished" - not the right word but im sure ykwim!

he is 13 months old.

I remove him from dd and give her my attention but he just laughs and comes back for more.

Is he too young to discipline? I dont want dd to see this as acceptable behaviour

Can you teach the 4yo to gently hold his arms and say "No" in a firm voice?

Okay, it doesn't work with my DC, either, but I always think that it SHOULD work.
