Advice please on strange sleeping behaviour of 17 month old

Hi there, 1st time poster so hope I'm in the right section. I am currently up with our 17 month old ds again. His sleeping is terrible and I am exhausted. He will go to bed between 7 and 8, sleep for about two hours if we're lucky, then the wailing starts. It's a slow progression from a grumble to a full on long drawn out moan. This happens between six and eight times a night :-S we have tried leaving him to get on with it but results in him eventually waking up crying. Other things we have tried:
Co sleeping, he does the same in with us
Later bottle, no bottle, earlier dinner, later dinner,biscuit with bottle, two naps a day, one nap a day, no nap, in his own room in his cot, own room in travel cot, in our room in either one... We have tried everything we can think of. My partner works full time while I do evenings when he gets home so I do the nights so he gets some sleep but I'm getting hardly any! Every night is the same. He has been teething bad but responds to the normal meds well. He is trying to walk at the mo, a friend said when he eventually manages it he will probably sleep right thru.Someone please say that's true!! I really don't know what else to do, so any suggestions will be very welcome. Thanks for your time guys x

Forgot to add he is a very loud baby always has been so no matter where he is he will wake us up. Our lovely neighbours often say they hear him in the early hours :-S
