Start up childrens education shop/workshop

Hi, I am a Head Teacher at a new start up school in London, England. I would like to ask a few questions to get my new project up and running.
A) Is there a huge parent population who would like a place where children can learn a language, learn a specific skills while networking with other parents?
B) What is the age range it should start?
C) Which convenient locations are you interested in?
D) How much would you pay per workshop/session?

I don't know about a "huge" population, but home educating families are often looking for resource centres where they can work on specific skills.

However, schools tend not to be used because the times when they are available (afternoons, evenings, weekends) are somewhat less convenient to home ed families than daytimes.

Nevertheless, if what is on offer is particularly attractive - well-resourced science labs, for example - then people will obviously be more flexible.
