Police officer hacking into wife's e-mail.

My friends sister lives with her 2 children and a very controlling, abusive (not physical) police officer husband in Canada (he's British, they moved out there several years ago). She has wanted to leave him for a long time but is scared of what he will do. He's incredibly manipulative and has fallen out with everyone-even her and his own parents when they've been there to visit. He does next to nothing with the children and often goes off on his own to eat meals in cafes rather than with the family. My friend has been warned by her sister to be careful what she writes in e-mails as he uses police equipment to hack into her e-mail account and text messages. There must be laws against this and my friend wonders if there's anything she can do from the UK-she's really worried about her sis but can't afford to go out there to see her. Any ideas?

If she lives in Canada then I'm not sure there is anything she can do from the UK - it would depend on Canadian law in terms of privacy, hacking etc.
