Chair of the Education Select Committee writes to the Tri Borough LAs about Home Ed.

Graham Stuart MP Chair of the Education Select Committee has written to the London Tri Borough LAs about their policies, procedures on HE and information they give to families:

"The guidance issued by the Tri Borough therefore fundamentally misstates the powers and responsibilities of local authorities in this regard.
I would be grateful to learn what action you will take to amend
the guidance so that it properly reflects both the law and the Department for
Education's Guidelines.
Rather than imposing a monitoring regime on home educating families, it would be better for the Tri Borough to concentrate on improving the support and resources available for home educating families, in accordance with their individual wishes.
On a related note, I have also been shown correspondence from your adviser
Ms Kyria Parsons to ** who is home educating her son.
ln a letter dated 11 February 2014, Ms Parsons told **
"we are of the view that our statutory duties, under 437(7) Education
Act 7996, can only be consistently and satisfactorily fulfilled through a face to face meeting with parents/carers and the child(ren) being hom educated."

In light of the Department's own Guidelines, I believe this view has been formed in error.
Ms Parsons states in her letter that it has been taken on the basis of legal advice. I would be grateful for the opportunity to review the advice in question.
The Department for Education shares my concern about the Guidelines for Home Education being represented incorrectly to parents.
I am therefore copying this letter to the Minister' Elizabeth Truss, whose office
I expect will be in touch shortly...."
