Very small downstairs cloakroom with toilet and sink in at the moment...want to re-decorate but dont want top to bottom tiles.

Should we just paint or wallpaper maybe?

I'd never tile a cloakroom bar a small row behind the sink.
Our tiny one in our old house had white tongue & groove boxing for the pipe work. White painted walls & bright blue glass tiles behind the sink.
We are just doing our one here now - pale green painted walls, multi coloured stripy vinyl floor( one if the stripes is the same colour as the walls), blind in similar colours as floor, lots of pictures in different coloured frames on one whole wall. It's a bright room & can take a bit of character.

I painted ours with that wipeable/washable paint. We had magnolia which just looked awful and I wanted it hidden as a quick fix whilst I decided whether to tile etc. To be honest, I'll stick with the paint as it worked brilliantly. I've painted over a couple of scuffs but been able to easily wash most sticky marks, mud, etc.
I bought wilko's for in the downstairs cloak but have it dulux in the kitchen (washable) which was easier to apply.

Where are you getting your vinyl flooring from wonky? Sounds nice.

I would tile to waist or shoulder level then paint.

Good luck with whatever you choose.

Id go for something a bit exciting with wallpaper. Maybe a colouring in one or something.

I'd get crazy wallpaper like this www.trendhunter.com/slideshow/56-wacky-wall-coverings
