Arm chair covers - can you get them made up yourself?

I'm look at armchairs on ebay. Have found a few that I like the shape of but would like in different colours / covers.

Do you think I could get new covers made up? Who would I go to to do it? A local tailer? It's not like there are tailor shops to walk into and ask (at least not round here)
