If it's real plaster coving and appropriate to the age of the house keep it.
If it's awful polystyrene crap added in 80's90's etc consider what it's hiding and think about removing it.

phew! it is an 80s house so it is an original feature I guess rather than hiding a shocker in an antique house.
we will paint and think no more about it.
