wine - can I trim it now?

have a garden wall full of wine, no fruits at all this year.
I heard it needs trimming back aggressively to get any chance of grapes next year.
when is best? and how much should I remove.

it's quite old at the base, stem is about 15cm in diameter at the base.
so far I only cut back whenever it tried to climb up the house wall.
