Part time/distance degree funding , student loan?

I already have a diploma in higher education so would like to complete some part time modules to top up to a degree, no funding available from my employer. Will I be entitled to student loan for tuition fees whilst earning £23000? Will dh income be considered in application ? If I am entitled to the loan., when will I start paying it back? Straight away or after 3 years? I have trawled the Internet and can't find clear information.

You should qualify for two full time equivalent years of loan. Household income is NOT taken into consideration for fee loans, only for maintenance loans and bursaries.

If you DipHE is more than a couple of years old it might be difficult to top up though, many institutions would want you to start from scratch.
