I have either taken to the charity shop or Freecycled in the past but is there a way of sending them directly to people who need them? I know you see those collection bags for a 'charity' supposing to send them to the 3rd world, but they're not a charity and they sell the clothes! It feels so awful recycling them (and giving the profit to the local council if I'm correct?) when there might be little children somewhere who could really do with them.

Find a local women's refuge and donate. Or if you are near one, a women's prison that has a mother and baby unit.

Our local Oxfam take them in bulk and send them off to a distribution centre to then be sent out to places where most needed. Worth asking at your local branch. I have bagloads of little sleepsuits and vests in good condition and wanted them to do some good directly so this seemed a good solution - and stopped me being sentimental and wanting to keep every item of clothing!
