Not TUPE, transfer order - does anyone know what this means?

Work in the public sector, we're about to be taken over by another company but not under TUPE conditions, something called transfer order - does anyone know what this means for terms and conditions?

Without knowing exactly which bit of the public sector you are in and checking the transfer order it is impossible to say for sure but it almost certainly means nothing will change.

There were some transfer orders in the NHS some years ago when many PCTs were replaced by new PCTs. There was a transfer order for each PCT that closed. The transfer orders specified that staff would be treated as if they had always been employed by the new PCT and their current terms and conditions would continue to apply.
