If you're the highest bidder but the reserve is not met, is there a way for the buyer to offer it to you at a lower price within the sale or would it have to be a Seperate transaction?

Are you legally bound in the same way?

E.g. If the sale ends and the item is unsold due to not reaching the reserve, if the seller contacts you and offers it at the max you bid, you can refuse cant you?

yes of course you can refuse.
A lot of transactions are completed off Ebay, though, seller avoids FVF so they feel they still got a good deal. That's what seller may be suggesting.

Ask seller to relist thru Ebay if you want Buyer protection.
