Seller has not claimed Paypal payment- 2nd time

Not sure what to do. I bought an electric breastpump for over £40 in September. I paid via PayPal, but the money was just sitting there saying the buyer had to claim it. I emailed her but she missed the deadline and it was returned to my bank account.
She was apologetic and asked me to re-issue the money which I did- but once again it has sat there for a month and been returned to my account because it hasn't been collected.
The automatic email from Paypal said the seller "either hadn't signed up for a Paypal account or did not complete the registration process".
What now? Just keep emailing her? I haven't heard anything from her at all.
