Forehead repeatedly and randomly swelling in 19 month old?!

Just wondered if anyone else has experienced this, strange as it sounds. For the past two months my DD, 19 months, forehead has been intermittently but now almost daily 'swelling'. At various, seemingly unconnected, times suddenly her entire forehead seems to fill with fluid so that it is very swollen (noticeable across the room swollen) and spongy. The best way to describe it is like a gel pack is under her skin and she looks like she is wearing some kind of joke forehead. It will reduce over a couple of hours but now rarely returns completely to normal. It Has stumped 2 GP's in our practice who have never seen it before but they do not believe it is serious. We now have a referral for a paediatric consult appt, but it is not for three months. Urine test for protein came back clear, btw. She has no other obvious symptoms and is very happy in herself, but the mystery and uncertainty is driving me crazy! Thanks!

Thank you! Have started to keep a food diary as figure that is what I will be told to do anyway, so perhaps that may turn out to be it.
