anyone got any views on this car seat?

have watched the kiddicare video to see how it installs each way. when in rearfacing mode the lap strap goes over the seat with the newborn insert put over the top of it so effectively the baby is sitting on top of the lap belt bit. What happens when you take the newborn insert out? will the older baby just have to sit straight onto the lap part of the belt? is this safe?

really want to get an erf seat for next baby but we don't have much budget so most seats we just haven't got the money for. also we can't have anything with a teather or resting on the seat in front so something like the twe is out.
