29 month old daughter- where am I going wrong

My dauhter born november 2003 is very cute and affectionate, she eats well, lots of fruit,veg,fish etc. She sleeps well and says her please and thankyou's without prompt.
I know many parents would kill for that but..........she seems to be getting very naughty. She goes to nursery one day a week and the childminder one and a half days a week. She seems to like both, I have no trouble getting her into either. However, she goes in and out of stages of hitting other children. She has always been a good sharer with her toys and me but she is getting really bad and snatches off anyone child or adult.She will not stay in her pushchair or car seat, just climbs out no matter how tight we put her in(we are on our third car seat and fourth pushchair)she has ripped off wallpaper and drawn over furniture. She runs off where ever you are, Will not hold my hand.I thought I had been quite firm with her from the start but where am i going wrong. she is really hard work at the moment and seems to be getting worse. her talking is not brilliant, she can say alot of words but not very clearly or in sentences but I can understand her most of the time. What can i do to discipline her, smacked her but she doesnt seem too bothered and dont want to smack her really hard, time out works sometimes but naughty step doens't.

ds1 is the same age and also a runner and pusher. a few jealousy issues with new ds2 too, other than that a good boy. alot of it happens when tired, so am trying to pre-emt that. also giving dog training... a treat for good behavour... Bob the Builder cake sprinkles, 3 at a time as tiny, tub always in my bag.

She sounds normal to me - 2yo do test the boundaries as they discover they can do more things and try to assert their independence - but without the social skills to negotiate doing everything they want to do. AFAIK the rule is to be consistent and give LOTS of praise when she's behaving nicely or doing something well.

my ds is a few months older, he was exactly the same (apart from not being a great sleeper!) I frequently was exasperated by him and frequently broke down as felt it must mean I was no good as a mother. I went down the road of trying every discipline method out there and ended up totally confused and exhausted...so he must have been equally if not more confused! I eventually chose one method (naughty room and praising up good behaviour)and set boundaries on what was acceptable and what wasnt. Then what consequences the common bad behaviour would get...so I knew in advance exactly how to react calmly (!?!)to naughtiness. I then at least felt vaguely in control and the more i persistantly stuck to the regime it worked..ie no giving in (hard as it is sometimes). Have to also say (sorry this is turning into large waffle!) his language was pretty poor and as it improved so did his behaviour...I strongly believe some (not all) of his bad behaviour was due to frustration.Would also agree with ixel..tiredness is big "risk factor" for naughtiness...sorry really long post...guess i'm saying been there... stick at it... it will improve...you are not a bad mother.
