Roaring like a lion! -scaring other kids

Perhaps this is yet another phase that will pass... DS 2.3 has in the past been genuinely scared one two occasions by other kids who have "roarrrr!"ed really loudly at him, and now he tries to do it to other people. Perhaps it makes him feel better about himself? I am not sure.. We have tried numerous times to tell him firmly "No, we don't scare people, it's not nice to scare people" etc. but he keeps on doing it. He does like lions, tigers, other big creatures.. and so it could be difficult to differentiate, but he does seem to be doing it a lot of the time to scare people, so we're trying to stop it altogether. Know this is a bit of a random issue! Anyone else or any suggestions?

This is my theory: He's probably trying to play out an experience that he found scary so he can come to terms with it. I'd say actually go the other way and encourage him to roar, but in an environment that you control. So maybe someday at home you can play at being lions and see who can roar the loudest. Or let him roar at you and you can pretend to be really scared etc. I'd say that trying to reason with him and telling him not to do it probably won't help if it's something that is so at the forefront of his mind and hasn't really been dealt with.
